first we need to find the slope of the line.

slope = y1-y2/x1-x2 = 4-1/3-(-3) = 3/6 = 1/2

So, the slope is 1/2

Now, we need to find the y-intercept by using the equation y=mx+b

y=mx+b
4=1/2(3)+b
4=3/2+b
-3/2  -3/2
5/2=b

So, the equation is y=1x/2+5/2 which is also C. y-3=1/2(x+1)
