What are the key differences between dual and cooperative federalism?

Under dual federalism, the Federal Government and the State Governments each reign supreme in their particular spheres.

Under cooperative federalism, however, the spheres are shared by the Federal and State government. This may take the form of the Federal government having oversight authority over a program, like the Clean Water Act, by giving the States the authority to run it in their state.
