how was democracy limited in athens

It was a limited democracy because only men that had sufficient property were allowed to participate. All women, and the poor were left out. This system also allowed slavery to exist. When you count all the population only 10-15% of them were allowed to participate. While it was a limited democracy it was the first time people weren't looked at as just subjects that had a obligation to obey.
