You have the maximum height happens at 5 seconds.

Replace t with 5 and solve for h(t):

h(5) = -0.2(5)^2 + 2(5)

h(5) = -0.2(25) + 10

h(5) = -5+10

h(5) = 5

The maximum height is 5 feet.
