Well,

Scientists use the Scientific Method to test a hypothesis (explanation or intelligent guess).  After significant data is found to support the hypothesis (no contradicting data), the hypothesis becomes a theory.  Research continues for generations, all of the data found is consistent with the theory, and only then does the theory become a law.

Of course, the Scientific Method is limited by human errancy.
