Helium and Xenon are both noble gases. Noble gases are chemically inert. This mean they are not capable of reacting to anything at natural conditions. Carbon on the other hand is not explosive when it is to react with water. Cesium on the other hand is of the same group as sodium. These elements are known to be explosive when reacted to water. The intensity actually increases when we go down a row.
