4x+2y+10 = 0 can be rewritten as 2y = -4x-10 and dividing by 2 yields the slope/intercept form of y = mx+b

y = -2x-5

where -2 is the slope (m) and -5 the y-intercept (b)

the line we seek has that same slope, will pass through (7,3), but will have a different y-intercept. Plugging in 7 and 3 for x and y gives us

3 = -2(7)+b => 3 = -14+b => 17 = b making our new line’s equation:

y = -2x+17
