The solution to your problem is as follows:

4=sqrt(x+4)-3 
7=sqrt(x+4) 
49=x+4 
x=45 

x ≥ 45

Therefore, 
the dependent variable in the equation y= sqrt [x+4-3] equal or exceed 4 when x ≥ 45.
