Its all because lithium has only 1 valence electron ( electron that is in the most outside "orbit" of the atom). This valence electron can join in into chemical bond with chloride and since it is only one in lithium, only one chloride will be bind to it because second chloride simply dont have any electron left from lithium to attach. You know that from lithium valency number which is I in mendeleyev table.
