f(x) = 3x+3

Explanation

So basically your replacing x with 3 to see which one would turn out to be 12.

3(3) = 9

2(3)+12 = 18

3(3)+3 = 12

(3)+10 = 13

Only the third one becomes 12 when you replace x with 3, so the answer is number 3.
