how do objects appear to bend that are partially submerged in water?

This is because of refraction. Refraction is change in direction of propagation of any wave as a result of its traveling at different speeds at different points along the wave front. So basically it just means that the light slows down and makes the object look different because it is travelling different speeds when it is submerged. ope this helps.
