the inequality will be less than or equal to since we want to spend (exactly) 300 or less. We only buy one jacket for 60 dollars so it will be added seperately to the total number of jackets. We are buying multiple jackets and each jacket costs $40. P = # of pants. So the inequality will look like

60 + 40P (less than or equal to symbol) 300
