It's where the pressure (exerted by mud hydrostatic) in the wellbore is lower than the pressure exerted by the hydrocarbons. I read that in the Macondo well they had to test the casing (the pipe that is casing the wellbore) and cement to whether they can withstand the pressure of the formation (hydrocarbons layer).
