USUALLY that is the case. But you can't say for sure.

For example: say the radius of a circle is 1m.
Perimeter = 2πR = 2*3.14*1 = 6.28m
Area = πR² = 3.14*1² = 3.14 m²
Here the numerical value of Perimeter is more than the numerical value of area.
