Why they would approximate measurements when one inch is exactly equal to 2.54 cm is beyond me...

4m(100cm/m)(in/2.54cm)(ft/12in)=40000/3048 ft

≈13.12 ft  (to nearest one-hundredth of a foot)

Using their approximation:

4m(39in/m)(ft/12in)≈13
