Is the term benign neglect an accurate description of English colonial policy?

This is of course slightly subjective, but yes, it could be argued that that this would be an accurate description of English colonial policy, since English lawmakers were oddly uncaring about the woes of the colonists, and refused to give in to some basic grievances that may have reduced the risk of war.
