6y= -4x+9

y= (-2/3)x+3/2

y+7= (-2/3)(x-4)

y+7= (-2/3)x+(8/3)

y+ 21/3 = (-2/3)x + (8/3)

y= (-2/3)x - (13/3) is the answer.
