A criminal case begins when someone's actions represent a threat or harm to property, health, safety or moral welfare of one person or several. It is referred to as offenses against the state, or society as a whole, even if the immediate victim is an individual, as it is in the case of kidnapping, which is considered an offense to everyone in society.
