y = (-2/5)x - 1
5*y = 5*( (-2/5)x - 1) ......... multiply both sides by 5 to clear out the fraction
5y = 5*(-2/5)x + 5*(-1)
5y = -2x - 5
5y+2x = -2x-5+2x ............. add 2x to both sides
2x + 5y = -5

The answer is 2x+5y = -5
The answer is in the standard form Ax+By = C where A = 2, B = 5, C = -5
