Checks and balances limited the powers of each branch of the government. No branch has excessive power because almost all actions of the government require the approval of another branch. In a tyrannical gov the leadership answers no one, being they have absolute power and can do as they please whether their actions cause harm to the people or nation is of no concern because there is no individual or group in power above a tyrant
