Roosevelt proposed to put the following measures before Congress: a government program to help to bring recovery to agriculture and businesses, as well as financial help to people who were unemployed as well as to those who were at risk of losing the homes and businesses, and various political and financial reform acts, particularly through the development of the Tennessee Valley Authority.
