Number of possible outcome = 6
Number of possible outcome with less than 5 = 4
They are {1, 2, 3, 4}

P(less than 5) = 4/6 = 2/3

The dice is rolled 15 times.
Number of times it is less than 5 (theoretical) = 2/3 x 15 = 10

Answer: 10 times
